The US Forestry Service could use its discretion under this program to allow for bioenergy feedstock production, while requiring decarbonization-standards for such lands.

Cooperative Forestry Assistance Act

Funds state initiatives aimed at helping private forest owners achieve helping private forest owners achieve forest stewardship management planning. This program could condition future aid on incorporating decarbonization techniques.

Biomass Research and Development Initiative

USDA and DOE provides grant funding for projects addressing research, development, and demonstration of biofuels and bio-based products and the methods, practices, and technologies for their production.

Healthy Forests Restoration Act and Applications

Under the HFRA’s Hazardous Fuel Reduction on Federal Lands provisions, the US Forest Service could remove dead trees from forests, thereby reducing forest fuels that exacerbate wildfires, while displacing fossil fuel generation.

National Forest Management Act

This Act could be interpreted to grant the US Forest Service the regulatory authority to require no net loss of CO2 from the lands it manages.

Identifies potential biomass resources of one billion tons or more per year in the United States.

FERC rule on pumped storage in RTO and ISO markets

Allows energy storage resources (including pumped storage) to more fully participate in organized electricity markets by removing barriers to these resources in the capacity, energy, and ancillary services markets operated by ISOs and RTOs.
