California’s proposed SB 54 (2019)

Would require all single-use plastic packaging and products be reduced or recycled by 75 percent by 2030; require all single-use packaging and products be recyclable or compostable on and after 2030; and more.

Vermont PACE program

Vermont authorized PACE financing in 2009 with House Bill 446. There is currently no program operating.

Virginia Community Choice Aggregation

Virginia has permitted CCA since 1999, but no current programs are in operation. In 2003, the state passed legislation to spur the adoption of CCA programs through state-run pilots.

Hawaii’s GEM$ On Bill Program

The Hawaii Green Infrastructure Authority and Hawaii Energy Companies have been ordered by the Public Service Commission to reenergize the on-bill program instigated by Act 204.

Massachusetts’ proposed H2810

Massachusetts’ proposed H2810 puts a price on carbon pollution and invests 30% of all revenue ($400–600 million per year) in local clean transportation, resiliency, and renewable energy projects.

Washington’s defeated Initiative 1631

Would have enacted a carbon emissions fee of $15 per metric ton of carbon beginning on January 1, 2020, and increased the fee by $2 annually until the state's greenhouse gas reduction goals were met.

Oregon’s defeated cap and trade bill

Oregon’s House Bill 2020 proposed a statewide cap-and-trade program starting in 2021, with a declining allowance budget leading to a 45% reduction in GHG emissions below 1990 levels by 2035.

New York’s proposed Senate Bill 8032

Would have directed the New York State Power Authority to purchase the FitzPatrick plant as caretaker owner and retain the plant long term.
