Model Community Solar Legislation

The Coalition for Community Solar Access has authored two sets of model community solar legislation for vertically integrated states and restructured states.

Virginia’s Nuclear Planning Legislation

Virginia's HB 1313 requires the state to develop a develop a strategic plan for nuclear energy, which may include the promotion of new technologies and opportunities for innovation, including advanced manufacturing.

Virginia Offshore Drilling Ban

HB 706 prohibits the granting of a lease, easement, or permit for infrastructure in Virginia's coastal waters that would convey oil or gas.

Maine’s Wood Energy Investment Program

Requires the Efficiency Maine Trust to use funds to provide incentives and low-interest or no-interest loans for new wood-derived thermal energy or cogeneration projects.

New Mexico’s HB 50 (2020)

Providing that transmission line projects qualify for industrial revenue bonds available through cities and municipalities, and supporting power lines that promote renewable energy development.

Virginia’s Clean Economy Act, SB 851 (2020)

Requires two large utilities to close all carbon-emitting power plants by 2045 and 2050, and to acquire 3,100,000 megawatts of energy storage capacity.

Florida’s SB 7018 (2020)

Requires the state to develop and recommend a master plan for the development of electric vehicle charging station infrastructure along the State Highway System.
