New Comparison Memo: LPDD and Proposed Congressional Approaches to Monitoring Shipping Emissions

In September 2020, we were proud to announce the release of a new model law, Model Amendments to the Act to Prevent Pollution from Ships, which would address monitoring, verification, and reporting requirements to track GHG emissions from ships.

Just law week, the Ocean-Based Climate Solutions Act was introduced in Congress. This comprehensive legislation, among many provisions related to minimizing GHG emissions and promoting healthy oceans, proposes a similar monitoring, verification, and reporting scheme on GHG emissions from shipping.

The author of our LPDD model law, Mary Capdeville, has drafted a responsive memo comparing these two legislative approaches to this issue. We have linked Ms. Capdeville’s memo to both resources, and commend it to your attention.
