Kentucky Coal Seam Methane Regulation
Kentucky has enacted general legislation prohibiting the waste of coal seam methane, including its “unnecessary or excessive loss” through venting or flaring. It includes an exception for active coal mines.
LPDD Recommendation: “EPA or BLM could adopt regulations to control methane emissions from active and abandoned coal mines.”
LPDD Recommendation: “State energy agencies could strictly regulate the venting and flaring of methane from active and abandoned coal mines within their states.”
