2.4.9 Direct Loan, Grant, and Rebate Programs

LPDD Recommendation: “Congress and federal agencies could adopt a lending program similar to the Energy Efficiency and Conservation Loan Program that is directed at rural renewable energy projects.”

LPDD Recommendation: “Congress and federal agencies should consider adopting loan programs similar to the Advanced Technology Vehicles Manufacturing Loan Program that are aimed at the development of more efficient renewable energy production.”

AFFORD Tool

Helps state, local, non-profit, and community organizations identify eligible funding, tax credits, and other incentives relevant to decarbonization projects, including electricity, transportation, buildings, and resilient energy systems.

California’s Self-Generation Incentive Program

Electricity customers are awarded up to $5 million per project for generating electricity behind the meter using qualifying new or emerging distributed energy sources or combined heat and power.

FHA PowerSaver Loan Program

Enables homeowners to borrow up to $25,000 for terms as long as 20 years to make energy improvements of their choice, based on a list of proven measures developed by FHA and the DOE
