7.1.12 Expanding CO2 Pipelines

LPDD Recommendation: “The federal government should develop a federal siting and permitting scheme for interstate CO2 pipelines under the jurisdiction of FERC, but provide interstate pipeline developers an opt-out option by which they would instead undergo a multistate or regional process.”

LPDD Recommendation: “Congress could create an investment tax credit for CO2 pipelines.”

LPDD Recommendation: “Congress could direct DOE to analyze whether existing oil and natural gas pipelines could be repurposed to transport captured CO2.”

LPDD Recommendation: “DOE could finance CO2 pipeline expansion.”

LPDD Recommendation: “States and/or regions could form and fund agencies akin to public utilities to conduct siting analyses, acquire property access rights, and otherwise coordinate and facilitate expansion of the CO2 pipeline network.”
