6.2.4 Financial Incentives for Renewable Gas Production

LPDD Recommendation: “Congress could enact legislation directing DOE to make payments to facility operators for the renewable gas they produce, similar to those available under the Advanced Biofuel Payment Program. State legislatures could direct state energy agencies to make payments to facility operators for the renewable gas they produce, similar to those available under the federal Advanced Biofuel Payment Program.”

LPDD Recommendation: “Congress and states should enact legislation authorizing the provision of loan guarantees for renewable gas projects.”

LPDD Recommendation: “Congress should enact legislation directing DOE or another agency to provide grants for renewable gas produc­tion facility development and appropriate funding therefor.”

New Jersey’s A2371 (2020)

Amends the state RPS's definition of “Class I renewable energy" to include methane gas from a biomass, composting, anaerobic or aerobic digestion facility. Also requires large food waste generators to separate and recycle food waste.

Advanced Biofuel Payment Program

Provides incentives for anaerobic digestion projects, including those targeted for pipeline injection, a use often excluded from state programs.
