4.5.6 Fuel Taxes for Shipping

LPDD Recommendation: “The United States could propose and work to develop consensus for an international fuel tax for shipping within the IMO.”

LPDD Recommendation: “When Congress considers a measure for all ships calling at U.S. ports that raises money (e.g., by imposing a tax), it should consider allocating some of that money for mitigation and adaptation measures to assist developing countries that might be affected by the U.S. port measure.”

Would impose a tax on the greenhouse gas content of fossil fuels used by commercial shipping vessels engaged in international shipping in Arctic Circle waters in the thirty days prior to calling at a United States port.
