New York established closed-cycle cooling towers as the benchmark technology for compliance with Clean Water Act Section 316(b), on power plant cooling water systems.
LPDD Recommendation: “EPA could choose to tighten its Clean Water Act rules to require closed cycle generation in more instances, or to apply the rules to a broader set of power plants. States could adopt more stringent regulation for cooling water systems as well.”
