California’s Clean Off-Road Equipment Voucher Incentive Project
Offers vouchers of up to $500,000 per vehicle for businesses interested in buying or leasing clean, heavy-duty, off-road equipment through the program.
LPDD Recommendation: “Congress should provide EPA and states additional authority to regulate drayage trucks and cargo handling equipment at freight gateways. Congress could narrowly revise the preemption provision of the FAAA to allow state and local governments to impose requirements on motor carrier that relate to price, route, or service.”
