5.7.9 Regional Transmission Planning

LPDD Recommendation: “Regional planners could study how the role of coal and natural gas in the generation mix will likely change or should change in the next several decades in light of GHG reduction goals.”

Colorado’s SB72 (2021)

Creates the Colorado Electric Transmission Authority (CETA) and also requires state utilities to join a Regional Transmission Authority by 2030.

Nevada’s SB 448

Creates new transmission planning requirements to help the state achieve its renewable and GHG goals, authorizes more spending for EV charging, directs 40% of such funding into underserved communities, and adjusts efficiency and storage incentives.

MISO’s 2032 Projections

MISO studied various energy scenarios in its 2032 projections, including an Accelerated Fleet Change scenario that presumed regional climate policies.

CAISO’s Transmission Planning Analysis

CAISO, the California independent system operator, based its draft 2018-19 transmission planning analysis around Renewables Portfolio Standard compliance.

FERC Order 1000

Imposed on all public utility electric transmission providers the need to develop regional transmission plans. Those plans must consider non-transmission options as well as transmission options.
