3.3.8 Requiring Energy Audits and Benchmarking

LPDD Recommendation: “Congress should consider requiring an energy audit upon the sale or rental of existing homes and commercial properties, and states should require such an audit if the federal government fails to do so.”

New York’s Executive Order 88

Requires that public buildings of more than 20,000 sf benchmark their energy consumption annually and implement identified, cost-effective improvements.

Boulder Building Performance Ordinance

Requires owners of commercial and industrial buildings to annually rate and report the energy use of their buildings and perform periodic energy assessments.

Berkeley’s Energy Savings Ordinance (No. 7397)

Requires energy assessments at time of sale for medium, small, and single family buildings, and will phase-in all buildings by building size and year, with the exception of single family homes (1 to 4 units).
