7.1.10 State CO2 Emissions Standards

LPDD Recommendation: “States can impose restrictions on CO2 emissions to drive CCS. For example, states can adopt carbon emissions standards on new sources that require full CCS on new coal-fired units by the early 2020s, and partial and full CCS on new NGCC units by the mid-2020s and early 2030s, respectively.”
