California’s Fuel Sulfur Rules
California modified its low-sulfur emissions standards to set fuel requirements for the vessels, and these were upheld as valid in-use rules.
LPDD Recommendation: “States should use California’s precedent to act on greenhouse gas emissions from shipping by formulating their own greenhouse gas standards and submitting them to EPA, or, alternatively, setting ‘in-use’ requirements without EPA approval.”
