LPDD Recommendation: “State legislatures should include combined heat and power in their state RPS or energy-efficiency resource standards. State legislatures should provide in their RPS a stronger incentive for CHP facilities that are fueled by biogas rather than natural gas. State legislatures should take the further step of including in their RPS a specific carve-out for purchases from CHP facilities.”
