2017’s proposed HR 3043, the Hydropower Policy Modernization Act, would have designated FERC as the lead agency for coordinating all federal authorizations and reviews related to hydropower license applications, and required FERC to establish a schedule for the reviewing applications. The bill would have expanded the definition of “renewable energy” to include electric energy generated from hydropower projects. The bill would have authorized FERC to extend the length of time of preliminary permits and to extend the time limit that a licensee has to commence construction on a hydropower project. It would also have allowed reviewing agencies to receive direct funding from hydropower licensing applicants.
