ACEEE’s 2020 report reviews state-level efforts promoting electrification of space and water heating as a building decarbonization tool. Electrification has the potential to reduce buildings-sector emissions by displacing direct fossil fuel use with electricity use, specifically when the electricity is generated by lower-carbon sources than those used onsite. This brief provides information on existing state policies within this area to assist regulators and program administrators as they seek to design and deliver effective programs that enable fuel switching and meet their maximum potential to achieve net carbon reduction benefits.
