HB 374, signed into law in 2018, enables utilities to offer customers on-bill financing agreements to finance measures such as renewable energy, energy efficiency, and energy storage devices. Also eligible are fuel-switching systems, which the legislation defines as “the replacement of existing fuel-consuming equipment using a particular fuel with equipment that uses another fuel that does not increase greenhouse gas emissions and that (A) is more fuel efficient; or (B) results in lower fuel expenses.”
