In the 2000 Basic Law for Establishing a Recycling-Based Society, Japan assigned basic waste management responsibilities to the national government, local governments, businesses, and citizens, and established an order of priority for waste management techniques: reduction, reuse, recycling, incineration, and proper disposal.
