In this proceeding (R1407002), various utilities filed plans to reduce net metering (NEM) below retail electricity rate remuneration for distributed power sent to the grid. In an order on January 28, 2016, the CPUC adopted a successor NEM program (NEM 2.0). NEM 2.0 keeps compensation at the retail rate, but new solar customers will also face a one-time interconnection fee of $75 to $150 (the actual fee of interconnection, which was previously borne by all ratepayers), be required to pay the non-bypassable charges of 2 cents per kWh consumed that all utility customers pay (before they only had to pay if the amount of electricity they consumed from the grid was greater than what their installation produced), and be required to sign up for TOU rates. NEM 2.0 went into effect for new customers on July 1, 2017. The Commission is expected to open a new rulemaking in 2020 on a successor NEM tariff and any remaining issues not resolved in this proceeding.
