California’s AB 32, the Global Warming Solutions Act, requires gas capture at any municipal solid waste landfill that accepted waste after 1976, holds 450,000 tons or more of waste, has heat input capacity of 3 million Btu per hour or more, and a surface methane concentration of 200 ppm volume or more. This expands the list of landfills covered by Obama-era methane regulations. Notably, the rules prohibit the use of open flares starting in 2018.
