California’s Solar Permitting Efficiency Act (2014) requires all 515 local governments to create an expedited, online solar permitting process for rooftop solar installations under 10 kW, and provides the Governor’s Solar Permitting Guidebook as the basis for these local laws. Noncomplying jurisdictions would lose grant and loan money for solar energy.
