This 2020 legislation requires Connecticut’s Public Utilities Regulatory Authority (PURA) to investigate and develop a framework for implementing performance-based regulation for each electric distribution utility. They may initiate the same for gas and water companies as well. This bill also requires PURA to consider whether to tie rate recovery for certain executive and employee compensation to performance targets, and expands DEEP’s microgrid grant and loan program to cover resilience projects and prioritize projects that benefit vulnerable communities.
