In 2016, ICAO adopted the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), under which it aims to ensure any rise in international aviation emissions above 2020 levels are accounted for by the purchase of offsets elsewhere. Both efforts are categorized as standards and recommended practices, which are nonbinding. The ICAO’s 2019 Environmental Report includes chapters summarizing climate change mitigation strategies including advanced technologies, sustainable aviation fuels, and the CORSIA program. EDF prepared a 2018 study comparing the anticipated impacts of the CORSIA program with emissions reductions consistent with the Paris Agreement’s targets. WWF prepared a 2016 report critiquing the offset programs on which ICAO’s CORSIA program will rely.
