The closure of the Mohave coal facility provides an example of a just transition secured solely under PUC authority. CPUC considered the impacts of closing a Mohave coal facility on the nearby Hopi and Navajo communities, and allocated funds from the sale of Acid Rain SO2 allowances, which were an unneeded windfall if Mohave remained closed, to help transition the Hopi and Navajo communities to cleaner energy alternatives. The case was reviewed in a 2014 Minnesota Law Journal article.
