Congress directed DOE to study the feasibility of constructing and using pipelines dedicated to the transportation of ethanol. In a 2010 report to Congress, DOE considered dedicated pipelines for ethanol under a series of feasibility factors, including the quantity of ethanol production that would make dedicated pipelines economically viable; existing or potential barriers to the construction; market risk; regulatory, financing, and siting options; financial incentives; and technical factors that may compromise the safe transportation of ethanol in pipelines, including identification of remedial and preventive measures to ensure pipeline integrity.
