The EU undertook an Action Plan for the Circular Economy in 2015, creating common EU targets for recycling municipal waste and reducing landfill waste. The revised legislative framework on waste entered into force in July 2018. It includes EU targets for recycling 65% of municipal waste by 2035, and 70% of packaging waste by 2030.
