The Forest Legacy Program enlists federal and state forestry agencies in preventing the conversion of private forestlands to non-forest uses, including through the establishment of conservation easements on private land. The US Forestry Service could use its discretion under this program to allow for bioenergy feedstock production, while requiring decarbonization-standards for such lands.
