On September 24, 2019, Hawaii’s PUC opened proceeding 2019-0323 to investigate the technical, economic, and policy issues associated with DER as they pertain specifically to Hawaiian Electric Company (HECO), Hawaii Electric Light Company (HELCO), and Maui Electric Company (MECO). In this investigation, the Commission will focus on programmatic issues (i.e., What types of new DER programs should be examined and developed? What advanced rate designs will be offered to customers? And how should existing DER programs and tariffs be addressed?), and technical issues (i.e., What improvements can be made to the interconnection process and technical standards to better facilitate the integration of DER onto the Companies’ systems? Should legacy equipment be updated or retrofitted to current equipment settings?). On April 9, 2020, the Commission issued Order No. 37066 which clarified the scope and process of this proceeding and established a procedural schedule.
