Act 100 (2015) established the Hawaii community-based renewable energy (CBRE) program, which generally envisioned electric utility customers participating with qualified projects in exchange for bill credits, the mechanics of which were to be determined in a PUC proceeding. As required under the Act, utilities began submitting proposals for CBRE tariffs, and the first phase of the program was approved by the PUC in 2018.
In April 2020, the PUC issued Order No. 37070, which commenced Phase 2 of the CBRE Program. The order announced changes to the CBRE Framework, specifically to facilitate construction of new projects and customer participation in the program.
