Illinois’ 2017 Future Energy Jobs Act calls for updates to Illinois’ renewable portfolio standards, net metering, and energy efficiency standards, as well as a new zero emissions credits plan. Under the Act, the Illinois Power Agency is charged with developing various plans and the utilities are charged with collecting and distributing funds and entering in to contracts for the procurement of emissions credits.
The Act refines interim targets to achieving the 2025 target of 25% of retail energy to come from renewable energy sources, and sets specific procurement requirements from wind sources, as well as utility-scale solar projects and brownfield site solar projects. The Act also establishes the Solar for All program. Finally, the Act establishes a zero energy credit payment program to support nuclear generators, with a value based on the Social Cost of Carbon.
