The Institute for Policy Integrity has published a suite of helpful reports analyzing the Social Cost of Carbon. A 2015 report, Expert Consensus on the Economics of Climate Change, found among its respondents “a strong consensus (69%) that the “social cost of carbon” should be greater than or equal to the figure currently used by the U.S. government (only 8% believe the value should be lower).” A 2014 report, Omitted Damages, assesses a set of damages that the IPCC has predicted for climate change, but which the SCC methodology has not incorporated. A 2019 report, A Lower Bound, refreshes this analysis and frames the significance for policy makers.
