In 2008, HB 1117 established procedures for the use of underground reservoirs for storage of CO2, including requiring a public hearing. In 2009, HB 661 further authorized parties injecting CO2 for geologic storage projects approved by the Louisiana Commissioner of Conservation to expropriate surface and subsurface rights, mineral rights, and other property interests, provided that all conditions for operating a geologic sequestration site are met.
