Maine’s LD347 (2021) requires transmission and distribution utilities to submit proposed rate schedules to promote EV infrastructure development and utilization.
This bill requires each transmission and distribution utility in Maine to submit a proposed incentive rate schedule to promote the installation and operation of EV charging stations to the Maine Public Utilities Commission (MPUC) on or before November 1, 2021. These proposals must be designed to align with and support relevant strategies of the state’s climate action plan and help achieve the state’s target greenhouse gas emissions reduction levels. They also must include an evaluation of the relative direct and indirect costs and benefits associated with each proposed rate, accounting for varying scenarios of EV adoption. After notice and hearing, the MPUC must either approve, approve with modifications, or reject each proposed incentive rate schedule.
