Maine’s LD1682 adds reducing GHG emissions to meet reduction goals and addressing and mitigating disproportionate energy burdens on environmental justice populations, frontline communities, and utility customers who are underserved by utility or electricity policies, programs, and systems due to geography, race, income, or other socioeconomic factors to the basic purpose of the public utility regulatory system. The Maine Public Utilities Commission must facilitate the achievement of GHG reduction goals and prioritize proceedings and activities that advance decarbonization in the utility sector, and mitigate disproportionate energy burdens and other inequities of affordability and environmental justice. The Commission must adopt rules to implement this legislation and set forth the factors and procedures they will use to prioritize proceedings and activities.
