Massachusetts’ Neighborhood Net Metering and Community Shared Solar programs (originally passed as part of An Act Relating to Green Communities, 2009) allows multiple customers to engage with a common, non-utility owned DG system up to 2 MW (or 10 MW for government), using solar, wind, or certain other renewables defined by law. Credit mechanism revised in 2018 to reflect the customer’s basic service rate (i.e., the supply portion of the full retail rate value), with no cap on the number of credits that can be transferred to a single community solar subscriber from a community solar project. The REC value is tied to a declining block incentive.
