Minnesota’s Community Solar Garden program (2014) allows multiple customers to engage with a common, utility- or non-utility owned solar system up to 1 MW. Crediting is based on a Value of Solar analysis, including environmental values, which means RECs are procured by the utility. In March 2018, a three year pilot program targeting low income customers was approved.
