The Midcontinent Independent System Operator had undertaken efforts to coordinate states to build a series of Multi-Value Project (MVP) lines (explained in a 2017 programmatic triennial review) designed to improve grid reliability and transport wind energy throughout the region. One particular set of projects, CapX2020, convinced state regulators in Iowa, Minnesota, North Dakota, and Wisconsin to approve their portions of transmission lines required to support a regional network of wind energy. The CapX2020 projects were reviewed in 2016 by the University of Minnesota as a national model.
