LPDD suggests that, in the near term, NSPS for new combined cycle natural gas plants require at least partial carbon capture, modifying 40 CFR pt. 60 subpt. TTTT tbl. 2 to reflect a 551 lb CO2/MWh gross energy output, or 30% capture (the same percentage as 2015’s partial CCS for coal requirement). LPDD further suggests that, to meet specific deep decarbonization scenarios by 2050, NSPS for combined cycle natural gas plants should be at 90% carbon capture (or an 85 lb CO2/MWh gross output limit) by the early 2030s.
