In January 2020, the New York State Public Service Commission has approved a set of energy efficiency and electric heat pump targets to reduce energy consumption in New York. The Order established a target to save 3.6 TBtu by 2025 through a statewide heat pump initiative (in a collaboration between utilities and NYSERDA). The order directed staff to finalize revisions to heat pump savings estimation approaches for inclusion in the state Technical Resource Manual, and also called for a statewide heat pump evaluation, measurement, and verification (EM&V) study to be completed by June 2022 in an effort to further refine savings estimation approaches.
The new targets for investor-owned utilities will bring nearly $2 billion in market-enabling investments for residents and businesses to move towards clean heat and air conditioning. Together with the New York State Energy Research and Development Authority, the New York Power Authority, the Long Island Power Authority and a previous PSC order on efficiency, New York State is now investing over $6.8 billion in energy efficiency and clean heat investments from 2020 through 2025.
