In New York’s Reforming the Energy Vision proceeding, the Public Service Commission required utilities to file Distributed System Implementation Plans (2015) that identified how the utility would assess specific system needs, allowing market participants to identify opportunities, and serve as the template for utilities to develop and articulate an integrated approach to planning, investment and operations.
