The Reforming the Energy Vision proceeding in New York is a comprehensive effort to change how utilities perform system planning, what financial incentives they face, how they make use of distributed resources, to incentivize third parties to provide those resources where they serve the highest value to the grid, and determine how those resources will be valued. It has been underway since 2014.
