In rules adopted in 2014, EPA identified seven different ways for existing facilities to comply with cooling water restrictions, while finding that closed-cycle cooling towers provide the most efficient technology. Each permit application must justify its selection of water cooling technologies. These requirements particularly affect the economics of fossil fuel generators.
