Under New York’s Reforming the Energy Vision proceeding, the Commission ordered New York utilities to develop methodologies for assessing distribution system needs and the potential value of DER solutions. Within that proceeding, 2016’s Order Adopting a Ratemaking and Utility Revenue Model Policy Framework discussed the utilities seeking revenues as a platform for third party service providers.
