The Obama Administration promulgated methane rules that the Trump Administration has sought to roll back. Those rules, Standards of Performance for Municipal Solid Waste Landfills and Emissions Guidelines and Compliance Times for Municipal Solid Waste Landfills, would have lowered the threshold for a municipal solid waste landfill to capture its emissions, requiring emissions of only 34 metric tons of non-methane organic compounds per year before federal regulations applied, thus expanding the universe of landfills that would have to capture their methane emissions. The Trump Administration promulgated a regulation in 2019 repealing those standards.
