The City of Philadelphia has a tree planting and green infrastructure program that will reduce heat island effects and increase biomass. The plan includes programs for managing urban forests to account for warmer and wetter conditions. Philadelphia’s Department of Parks and Recreation has adopted a comprehensive parkland forest management plan that expressly recognizes the value of carbon sequestered in the forests and the value of additional sequestration, and adopts management programs for ecological restoration that will prevent release of carbon and sequester additional carbon.
