The proposed Clean Energy Standard Act of 2012 would have adopted a standard of 84% clean energy by 2035, including partial credits for natural gas, nuclear, and hydroelectric. EIA estimated that the legislation would have produced a 44% reduction in carbon emissions by 2035.
