The Regulatory Assistance Project has prepared a report, Leading Utility Regulatory Reform, highlighting key elements of a successful reform process (including scoping, creative process elements, stakeholder engagement and discussion), and borrowing lessons learned from Oregon’s experience with Senate Bill 978. RAP has also prepared a 2013 report, Best Practices in Utility Integrated Resource Planning, which describes IRP requirements in three states, Arizona, Colorado, and Oregon, which updated their regulations governing the planning process, in order to demonstrate ways in which states can require comprehensive planning processes and resource plan outcomes.
