A 2012 report, Energy Efficient Technology Diffusion Factors: A Systemic Review, shows that expected improvement in energy consumption has not been achieved in spite of the innovation and improvement in energy efficient technologies, and argues that diffusion is the primary limiting factor in the implementation of many important carbon-reducing technologies.
